How much do Civil Enforcement Limited pay their employees? Ashley Cohen moonlighting as administrator for other companies

The Parking Prankster has been made aware of a number of witness statements used in evidence packs to POPLA by Civil Enforcement Limited. These witness statements purport to come from the landowner, and state that Civil Enforcement Limited has the right to issue parking charges.

However, instead of being signed by the landowner, they are all signed by Ashley Cohen, an employee of Civil Enforcement Limited. In the witness statements Ashley Cohen states he is signing as an administrator on behalf of the landowner.

The only explanation The Prankster can think of is that Ashley Cohen is so badly paid by Civil Enforcement Limited that he needs to moonlight as an administrator for large numbers of other companies to make ends meet.






More cynical readers may feel Mr Cohen is trying to exploit the POPLA system. The Prankster prefers to think he is a man of many talents, working for Hotels, Pubs, and Financial Institutions.

However, Fosters LLP does not exist. Forsters LLP, a law firm, does exist, and are the lawyers for the landowner of the car park in question. When phoned, Forsters LLP denied that Mr Cohen ever worked for them or had authority to sign on their behalf. 

The Prankster is mystified.

  1. Not directly relevant is the curious question of actually owns Civil Enforcement Ltd. You have to follow a whole series of limited companies who each have 100% stakes in each other until you eventually come to Mangold Ltd (https://www.duedil.com/company/00377304/mangold-limited/people).

  5. Surely any cases in which POPLA have ruled in favour of CEL whereby Ashley Cohens statement has been submitted in their pack now need to be overturned and motorists reimbursed any charges they have paid

  6. Comment elsewhere seems to suggest that the activities of Ashley "ten jobs" Cohen have now been brought to the attention of Henry Greenslade the Chief Adjudicator at POPLA,

    Was is not poor old Henry who came up with the witness statement wheeze in the first place, once PPCs were finding it difficult to prove they had landowner permission for their extortion rackets when this was raised at POPLA..

    Poor old Henry it seems the Cohens are coming home to roost.

    Perhaps Henry will also find the time to look at the "cut, paste and pre-dated" witness statements used by Parking Eye.

    Go on Henry you know it makes sense!

  8. Looks to me like a visit from the old bill might be in order under the Fraud Act 2006

    2 Fraud by false representation
    (1) A person is in breach of this section if he—
    (a) dishonestly makes a false representation, and
    (b) intends, by making the representation—
    (i) to make a gain for himself or another, or
    (ii) to cause loss to another or to expose another to a risk of loss.
    (2) A representation is false if—
    (a) it is untrue or misleading, and
    (b) the person making it knows that it is, or might be, untrue or misleading.
    (3) “Representation” means any representation as to fact or law, including a
    representation as to the state of mind of—
    (a) the person making the representation, or
    (b) any other person.
    (4) A representation may be express or implied.
    (5) For the purposes of this section a representation may be regarded as made if it
    (or anything implying it) is submitted in any form to any system or device
    designed to receive, convey or respond to communications (with or without
    human intervention).
