People's parking - right of reply

Helen Dolphin has sent The Prankster this information, which is published as a right to reply.


Your incorrect facts:

1)      People’s Parking is not just for members of the IPC it is for all car parks and in fact my first customers are BPA members not IPC.

2)      I am not in anyway controlled by the IPC they just did my website that it all, yes that really is all they did. If I had £30K I would have done it myself but I don’t. Eventually maybe I will get my own done if improvements need doing in the future because it would be unfair to keep expecting the IPC to help me for nothing.

3)      Since my accreditation is for BPA and IPC car parks I don’t see how you can say car parks with the accreditation are more likely to get a ticket, that is nonsense except I do say Blue badge bays must be enforced which disabled people agree is a good thing.

4)      I am not a scammer I do not cheat or defraud and this is libel.

5)      I have read the posts under your post which you are also responsible for, I was not sacked by DMUK I left to set up my own business or which People’s parking is just a part of.



You are not someone I wish to have any further discussions with. I initially cared what you had wrote but since I have been sent information on you I realise you are worth no more of my time. You claim to help motorists but all you do is attack people like me who work tirelessly on behalf of others. What you write about me and my business carries so little weight as anyone who knows me or reads about the work I do will know that I would never scam anybody so all you are doing are discrediting yourself.

  1. I can't see anything in the Prankster's posting saying that Ms Dolphin is attempting to scam or cheat anyone. Certainly nothing libelous in there.

    However, she has to understand that by associating herself with the IPC, whose members often operate at the very edge of the law (to say the least), and who obfuscate and use language in their letters to people designed to frighten them, and whose appeal system has frequently been exposed as a kangaroo court... then she leaves herself open to suspicion, however good and clean her motives are.
    Sorry, but that is the way it is.

When Ms Dolphin was in charge of DMUK, that supposed charity had a cosy arrangement with UKCPS whereby if you just paid your fake fine and did not appeal, then you got a discount off your DMUK membership. That all went pear-shaped when UKCPS failed to pay DMUK their bounty and it all ended in tears.

  5. Beat me to it djm! I run a digital agency- we're not especially cheap, but a site that basic would cost very little - and it wouldn't be full of fundamental SEO errors. The 'I had no option or it would have cost me £30K' argument is as misleading as a ParkingEye statement of particulars.

    What is an incorrect fact? Surely it is not a fact if it is incorrect.

    2. I do not recall anyone suggesting that Ms. Dolphin is controlled by The IPC, simply that she is being used by them, probably to add an extra layer of legitimacy to the rejection/threatogram chain. To think that The IPC would help anyone out of the kindness of their hearts, for the purpose of 'raising standards' or to further consumer rights is quite simply delusional.

    3. It's not the accreditation that determines chance of a ticket, it's the corrupt business model used by the parking companies, i.e. free management funded by invoice payments. It's rather a shame she won't be replying further as I am dying to know how a pair of ANPR cameras enforce disabled bay abuse.

    4. I have no doubt she is not a scammer but she really should wake up and smell the coffee that her barista friends are serving because they most certainly are scammers. Libel? Really? You are probably wondering, Ms. Dolphin, how much evidence we have to demonstrate that the majority of the parking industry is rotten? To coin a phrase, how long do you have? :)

Maybe someone convinced her that most of your blog contains what is known as hearsay? I guess we'll never know.

  8. The biggest problem Ms Dolphin has isn't which part of the private parking industry she's affiliated with. It's the fact that she is affiliated with the industry at all. Most people who know anything about it know there are more cowboys in that industry than at your average Texas Rodeo.

  11. I guess if you're dumb enough to swallow the concept of people parking in motorway service areas and then walking to the nearest train station, you'll probably believe anything you're told. Incidentally, The Parking Prankster is really Chuck Norris.

    1. Whatever your opinions on the industry as a whole, let's not pretend that commuters don't abuse parking on private land where they can.

      Half my office used to park at the local Sainsburys all day before they put ANPR cameras in.

    2. I do agree with you that some people will take advantage of something when the opportunity presents itself. There will certainly be a need for proper parking mangement in certain circumstances. An extreme example would be a supermarket superstore within spitting distance of a train station and the high street. No argument from me but note proper management. A motorway service area will of course be at the opposite end of the scale and we can ask ourselves how much risk of abuse this scenario is open to and whether it needs any sort of management at all. Then we have every situation in-between. Some will need management and some will not. The car park of The BPA Ltd clearly needs no management at all despite it being a 2 minute walk away from two separate shopping precincts, one to the north and one to the south. Trouserfire Towers is also a 3 minute walk away from Haywards Heath mainline station so I cannot help but wonder if the parking industry are overselling their questionable product just a tad.

      The main problem with how private parking is 'managed' is the business model itself. Generally speaking the service is provided completely free of charge and is funded by paid parking charges. I can't see this fostering any measure of fairness to the consumer, especially not when a £1000 a week fishing licence is added to the mix.

      The proof of the pudding is the fluid way we have the system explained to us. First up the management is there so that spaces are available for genuine customers, genuinely reasonable, I like it a lot, sign me up. When invoice recipients provide proof that they are in fact genuine customers, it transpires that the terms of parking are based on contract law and therefore apply to all users of the car park regardless of whether they are customers or not. What have I signed up to? Have I just been bent over? Phase 3, when the victim establishes that they have not breached any contractual terms, for whatever reason, they are vigorously pursued anyway to see if they will cough up. Yup, I've been bent over, lubed up and skewered.

      You will likely remind me that a number of users will deliberately take advantage and thus deserve all they get. I have no sympathy for these type of people myself but conversely I cannot condone regular law abiding people being aggressively targeted when they have done nothing to be ashamed of. Sadly these people are the main diet of the parking weasel.

    3. I am glad you do not have sympathy for such people.

      Unfortunately many over at places like MSE do not seem to share your views - regularly assisting people who have knowingly and deliberately parked in breach try and get off their tickets.

      Two wrongs don't make a right and it will be a cold day in hell before I ever try and assist such a person.

    4. There is a solution to every problem. If our friends at MSE are able to bat away tickets that were deliberately earned then the tickets themselves may not have been legally watertight in the first place. How about subbing out the wording and layout of signage to someone like Martin Cutts? Get someone like Jonathan Kirk to look over it and rubber stamp it? Apply for the correct planning consent and place these clear signs everywhere, say no more than five parking spaces between signs. Basically we would dot every 'i' and cross every 't'. It could be set up so that not even the most knowledgeable armchair lawyer could defend such a ticket because the parking company would be able to demonstrate that it was virtually impossible for the recipient to have misunderstood or not been aware of the terms. This would likely result in genuine customers not being targeted at all and the only people receiving tickets being the ones deserving them.

  14. Being a disabled motorist I disagree with what she has said.
    She did nothing to help this disabled motorist and was quite happy that they were pursuing me and seemed blisfully unaware that blue badges do not apply on private land, she also thought that the equalities act 2010 (which certainly does apply) was a different argument!
    I can only assume she gets this nonsense from the private parking companies.
