Civil Enforcement Limited in court today on fraud charges

Civil Enforcement Limited were in court today in Aberdeen on fraud charges. The case is expected to conclude tomorrow.

Meanwhile, a number of forum reports and request to The Prankster have noted that recent court filings from CEL have concerned cases where the motorists claim no notice to driver or notice to keeper were ever served.

If this is correct then this would seem to be a far cheaper way of running a parking company. Why bother with actually doing all that tiresome car park management when you can just serve court claims on random members of the public.Enough will pay up to make your business extremely profitable.

As for motorists hit with these outrageous claims, all they need is a watch...oh, wait!

Fake CEL Claim

Have you received a court claim or letter before action from CEL recently for a charge you knew nothing about and for a car park in which CEL have lost the contract to operate? If so, please get in touch at prankster@parking-prankster.com

  2. point taken , however this case is not a parking case and the legalities as such , but is a basic fraud , against the people of Scotland. I wonder if Mr Andrew Moray Stuart , do you think he will appear by video link from his home in Mauritius or Dubai?

  3. Do we know if CEL actually showed up?

  4. to press , up to today only their solicitors , however the burning question is WHO IS CEL? , hidden behind a maze of (semi)fake companies and leading to Mr Andrew Moray Stuart , who has his home(s) in Mauritius and Dubai?

  6. I'm interested in the Court claims for cases with no NTD and NTK. Obviously on strictly legal basis there is no need to issue either if you don't intend to rely on keeper liability, but on proving who was driving. Do we know if CEL have shown up to any hearings for such cases? Any other details?

  7. A bit of an update from yesterday's proceedings. They had a number of wronged motorists lined up as witnesses for the prosecution. Sounds quite serious!

    3. Up to a point. It seems that the prosecution is against the corporate body so a conviction will just result in a fine which they can laugh off. Absolute worse case, they can fold and phoenix and carry on as before.

Until the directors are personally being told to show up and bring a toothbrush, it's just another cost of doing business.

    2. Fiscal, not CPS. Think Laurel vs Hardy.

Sad times though. Did Sheriff Savage suggest that they only needed a watch?

    1. Thanks Alan. It seems inconceivable (I keep using that word) but it looks rather like the prosecution didn't actually produce one of the fraudulent PCNs, just a bunch of witnesses who said what they'd received. And as we know, regular people are all liars, unlike lawyers who are being paid to tell the absolute truth.
