Who is the old POPLA contract with?

The POPLA contract has been made available through an FoI request. Here is the first page.


The contract appears to be between the British Parking Association and London Councils Transport and Environment Committee.

The Prankster has been informed that a committee is not a legal entity which can enter into a contract. If this is correct, then no contract actually exists.

Obviously this will further muddy the waters.

  1. Remember that this contract was only made on 23 December 2013. So only 15 months after POPLA was set up.

  3. Reading the March 2015 accounts of the committee it states under note 25 .Related Parties
    "British Parking Association
    London Councils has a contract to run the Parking on Private Lands Appeals (POPLA) service which is funded by the British Parking Association (BPA). London Councils Director of Corporate Services was a Director of the British Parking Association. The Director of Corporate Services receives no remuneration for his appointment with the BPA. The total value of income received from the BPA for running the POPLA service and room hire charges during 2014/15 was £918,000 (2013/14: £904,000). The total value of expenditure paid to the BPA for subscriptions and other charges during 2014/15 was £840 (2013/14: £840). On 31 March 2015, the value of debtor balances owed by the BPA amounted to £367,000 (2013/14: £371,000)."

      All the rats are leaving the ship so the supply of new finances isn't looking good.
