Without<br />DVLA access ANPR is dead in the water, but the DVLA carries on regardless, appearing to believe<br />that it is up to the ATAs to sort this out. The position of the ATAs is untenable, as we now <br />have irrefutable proof that many of their<br />members have been flouting the CoPs on an <br />industrial scale and should have been expelled years ago. Use 'Find my council' <br />website to identify the planning authority (LPA).<br />Search '(LPA) planning' (e.g. Bristol planning) to get into the planning register, then use 'Simple Search' to list the sites you may be interested in, and be prepared to go back up to 10-15 years to get the full picture. Or use 'Advanced' search facility to search for 'ANPR'<br />'recognition','camera', 'automatic' as keywords right across the register(a catch-all procedure). Also look for 'ParkingEye' (or other PPC) as applicant. For each entry click on 'Documents' and look for 'Application Form' (which details date of application, often identity of landowner, and usually date of ANPR installation). They require PPC's to operate within the law. Of course they won't be drawn on the lack of Advertising consent as an unlawful act. Why would they?<br /><br />In any case, I would ALWAYS check for Advertising Consent for any ticket and make it clear from the onset that the PCN has been issued unlawfully.
