VCS issued permits to our store (Sainsburys) before I began my job there, however despite there being 25 colleagues working at the store, we were only given 5 parking permits reserved for full-time staff members. As I full-time staff member I was therefore entitled to a permit, however I had to wait for this to be handed back by the full-time staff member who was leaving. during this time I received 2 x PCNs from VCS for exceeding the 2 hour limit despite being entitled to park there as a full-time member of staff (this was agreed by our property/estate legal team and the landlord). Once I received my permit, I appealed both PCNs on the grounds that I was entitlement to park in the car park with no minimum stay and sent them a photocopy of my permit (issued by VCS) along with my mitigating circumstances. As predicted, VCS rejected my appeal with no real substance to their reason for doing so and are now threatening to take me to court.
